The Sea Eagles announced on Tuesday that Foran put pen to paper on a three-year deal and has signed on as head coach until the end of 2029 after sparking a major turnaround in the club's fortunes.
The 35-year-old, who only retired from playing in November last year, returned to Manly as an assistant coach over the summer, but was thrust into the top job on an interim basis when Anthony Seibold was sacked in late March.
There was initial scepticism that Foran had the ability to handle such a challenging gig so soon after retiring from his decorated playing career.
But the ex-Kiwis star's strong start to coaching solidified his status as the only genuine contender for the Manly job.
"I'm truly honoured to be the head coach of a club that means so much to me, a club that has played a significant part in not just my footy career but my entire life," Foran said in a statement.
"I care deeply about this club, and I want what's best for everyone involved in it. I will do everything within my power to make sure it's a success.
"It's been wonderful working with this group of players over the past few months and helping them to build belief is something I have really enjoyed.
"I believe we're capable of achieving great things this year and we will continue to work extremely hard to make sure we give ourselves every chance of achieving that."
Seibold was shown the door after an 0-3 start, but the Sea Eagles under Foran have won seven of their nine games.
Manly sit fifth heading into Thursday's meeting with South Sydney and Foran's run has been all the more impressive considering they have been without star fullback Tom Trbojevic for the last month.
Sea Eagles fans have affectionately christened their style of play under the former Test playmaker "Fozball".
