Freeman triggered one of Australia's largest manhunts after he killed Senior Constable Vadim de Waart-Hottart and Detective Leading Senior Constable Neal Thompson at his home at Porepunkah, in Victoria's high country, in August.
The 56-year-old fled the scene and evaded capture until he was traced to a remote property about 150km away at Thologolong, near the Victoria-NSW border, in March, when he was shot and killed by police.
Task force detectives arrested two men, aged 48 and 45, at separate locations in northeast Victoria on Tuesday as part of an ongoing investigation into Freeman's movements after the police killings.
The men were released without charge pending further inquiries, police confirmed on Wednesday.
In early April, a man and woman - both associates of Freeman but not members of his family - were also arrested and released pending further inquiries.
The latest arrests come after the coroners court held directions hearings into the deaths of the two officers and the final shootout that killed Freeman.
Lindsay Spence, counsel assisting the state coroner, said police intelligence identified Freeman was living at Thologolong a week before his death.
Police moved in at 5.30am on March 30, waking Freeman who was seen an hour later wrapped in a doona or blanket.
Freeman later emerged from a shipping container with a green bag covering his hands, before dropping the bag and revealing a firearm.
Special Operations Group officers believed Freeman fired at them. Eight officers fired multiple rounds at Freeman, who was killed.
An inquiry will need to rely on police testimony and footage captured from a police helicopter as the court heard officers were not equipped with body-worn cameras or similar recording devices at the time.Â
Seven months earlier, police had attempted to arrest Freeman at Porepunkah, where he was living in a converted bus with his family.
He was deemed a person of interest and was facing allegations of sexually assaulting a child.
After failing to exit, Det Sen Const Thompson lifted himself through a window to gain access to the bus but, as his feet touched the ground, he was shot.
Freeman then shot Sen Const de Waart-Hottart as the other officers ran and sought cover behind a shipping container, the court heard.
He was last seen running down the hills, and later sent a message to wife Mali that he would see her in heaven.
